Can someone please tell me what unlocking and flashing a phone is.?

I was looking to get a new phone and I seen a few ads saying they can unlock and flash a phone to metro. Can someone please tell me what that is. I hear you can have all the fancy phone gadgets with metro prices I really want to know how this works I am phone illiterate.
