If a person was to openly express hatred for a person/group, and someone gets hurt, are you held responsible?

Freedom of Speech, saying how you feel without attacking or speaking to a person with angry words are too different things..it's all in how you say it, that could lead you into legal troubles..even hate groups should be illegal..
