Is this computer good enough to run fallout 3 on ultra high?

The graphics card you have listed is about 4 years old. That is the weakest link on your computer (as long as you have more than 2gigs of RAM). You will be lucky to play on high with 20-30 FPS. Fallout 3 is very texture heavy.
