What to do if someone is missing in another country?

My two cousins who are 40 years old and live in NY went to Syria in the middle East for vacation. It's been 10 days and my whole family hasn't heard from them. They missed their flight a week ago and we haven't gotten contact.. What can we do??? Please help. Apse their cells are no longer in service!!
